José Luis Arce Fernández graduated with honours from the Universidad Anáhuac in Mexico City, and obtained a master’s degree from the University of Boston, Massachusetts. He has specialties in Financial and Banking Law from the Universidad Panamericana.

For more than 13 years, he was managing partner of the Corporate and Regulatory Law area for the English firm DAC Beachcroft in Mexico, originally named Davies Arnold Cooper.

His professional practice has focused mainly on those branches related to the insurance and reinsurance markets, including their brokerage, encompassing aspects such as the incorporation of companies, financing, granting and renewal of licenses, adaptation, development and registration of products before the National Commission of Insurance and Bonds, investments, joint ventures, corporate governance, compliance, prevention of money laundering, due diligence, taxes, implementation and compliance with Solvency II schemes.

He has yielded sound experience in Privacy and Data Protection law, delivering advice in substantial and regulatory aspects, to a wide array of business fields, such as information technologies, health (hospitals) and pharmaceutical, education, insurance and reinsurance, banking and financial, among others.

He has participated in various procedures related to the registration, incorporation and start-up of insurance and reinsurance companies towards operating in Mexico.

Likewise, he has extensive experience in handling procedures, negotiations and disputes representing insurance and reinsurance companies, seeking adequate interaction with the competent authorities: the Secretary of Treasure and Public Credit, the Secretary of Health, the National Insurance and Bonds Commission, the National Commission for the Protection and Defence of Users of Financial Services (CONDUSEF), among others.

Similarly, he has been involved in matters related to the banking and financial, real estate, migratory and intellectual property sectors.

Currently, he is an expert duly registered to issue the congruency opinions required for the registration of insurance products before the National Insurance and Bonds Commission.

He has participated in various specialised forums, both foreign and national, such as Lloyd’s, the National Insurance and Bonds Commission, the Mexican Association of Insurance Institutions (AMIS) and the Mexican Association of Insurance and Bonds Law (AMEDESEF), as well as publications in Insurance, Reinsurance and Financial Law.

He is an active member of the Mexican Bar Association, the International Insurance Law Association Mexican Chapter (Association Internationale de Droit des Assurances AIDA), the Mexican Association of Insurance and Bonds Law (AMEDESEF) and the American Bar Association.

He is fluent in both English and Spanish.
